Quite a few markets have African stalls that sell spices and condiments necessary for curry, in loose format.

Try Hyperasia on Route St Simon, Toulouse...I was there yesterday stocking up, they have a fair ol range of indian produce.
If you need any chiles, I have a lot of Nagas to spare......
